The Marrakesh Directive and Regulation
The Marrakesh Treaty allows people with print disabilities to access more books and other print material in formats that are accessible to them. The Directive and Regulation for the implementation of the Marrakesh Treaty in EU law entered into application in 2018 for the benefit of persons who are blind, visually impaired or otherwise print-disabled. The Commission is required to evaluate the Directive and the Regulation. The replies to the targeted consultation will feed into the ongoing evaluation, which is supported by an external study.
The Commission encourages stakeholders to provide qualitative and, where possible, quantitative data for the evaluation
Who can take part?
- Beneficiaries of the copyright exception introduced under the Marrakesh Directive, in particular persons with disabilities and their representatives, older persons and their representatives
- Rightholders, in particular authors/ performers and their representatives, publishers/ producers and their representatives
- Authorised entities (According to Article 1(4) of the “Marrakesh” Directive, this is an entity that is authorised or recognised by a Member State to provide education, instructional training, adaptive reading or information access to beneficiary persons on a non-profit basis. It also includes a public institution or non-profit organisation that provides the same services to beneficiary persons as one of its primary activities, institutional obligations or as part of its public-interest missions)
- Organisations in the field of cultural heritage and educational institutions (e.g. libraries, library associations, other educational institutions)
- Other relevant civil society organisations and commercial entities
The consultation closes on 11 August 2023. The targeted consultation is available in EU Survey, also in accessible format, in three languages (English, French and German) but you can answer in any of the EU official languages.
