Good practice: three-layer open access model by nöGIG, Lower Austria

nöGIG is one of the five winners of the European Broadband Awards 2016 competition. The project implements a three-layer open access model with point to point FTTH networks in underserved rural areas, combining attractive prices for private and business end users with large choice of service providers. This is an excellent example of striving for openness and competition in broadband.

This 3 layer open project by nöGIG has public entities in the driving seat and is set on establishing an open, public infrastructure in underserved rural areas. nöGIG GmbH, a public authority, coordinates planning and construction. The Broadband Coordination of Lower Austria is in charge of the broadband strategy and allocation of public financial resources. Municipalities, private companies and service providers have cooperated to make this a successful open and public model.

Long-term thinking, commitment and endurance has paid off to make it possible. The partners built a regional coalitions of municipalities, separated the layers (3-LOM) and focused on infrastructure. The roll-out did not start before the end-user demand aggregation. At the beginning of the project the financial model was built up as well as processes for planning, building and maintaining the passive infrastructure were established. Building standardised passive infrastructure, establishing quality documentation and exploiting synergies in municipal services (road, water, construction & geo-data management) contributed to the success of the project.
