In December 2020, the Commission adopted the European Democracy Action Plan2 with the aim to strengthen the resilience of European democracies. Media freedom and pluralism is a central part of the action plan, which announces measures to promote media pluralism. One of these measures is meant to improve the understanding and public availability of media ownership information. To achieve this objective, the Action Plan announced that the Commission would co-finance the new Media Ownership Monitoring System, a pilot project setting up a publicly available database containing relevant information on media outlets, which the Commission intends to eventually expand to cover all Member States. The pilot project was launched in September 2021.
