The Commission has published a new study to support its evaluation of 3 of the central legislative measures of the European policy for data:
Together, these acts aim to establish a single market for data and foster a competitive data economy. They remove unjustified barriers to movement of data, promote the reuse of public sector information, and establish trust-based mechanisms for voluntary data sharing.
This study uses extensive desk research, legal analysis, and stakeholder consultations to assess the performance of these acts in terms of effectiveness, efficiency, relevance, coherence, and EU added value.
It also highlights cross-cutting issues and coherence, reflecting on how the Free Flow of Non-Personal Data Regulation, the Open Data Directive, and the Data Governance Act complement one another.
Finally, the study summarises areas for future policy exploration, presenting recommendations to guide the next phase of the policy cycle, including fostering sustainable business models for data sharing, strengthening national coordination, harmonising legal definitions and providing clearer operational guidance with the objective of realising a unified single market for data across Europe.
