Working Groups under the European Board For Digital Services

The initial scope and workstreams of the 8 working groups, as approved by the Board, are:

• Working Group 1 – Horizontal and legal issues: Definitions and scope of DSA; general legal issues; fees (levied by the Digital Service Coordinators); cooperation with civil society.
• Working Group 2 – Working together: General working arrangements; cross border cooperation; annual report and early systemic risks detection; rules of procedure; capacity building; complaints; incident and threat response.
• Working Group 3 – Content moderation and data access: Trusted flaggers (supporting the guidance by the European Commission); out-of-court dispute settlement; transparency; Intellectual Property Rights issues; data access/article 40.
• Working Group 4 – Integrity of the information space: Electoral process; foreign information manipulation and interference; mis- and disinformation; other civic discourse issues.
• Working Group 5 – Consumers and online marketplaces: Articles 30-32; interplay between DSA and Consumer protection law; cooperation with consumer protection, customs, market surveillance and other relevant authorities.
• Working Group 6 – Protection of minors: Article 28 Guidelines; Task Force on Age Verification; adult content; media literacy.
• Working Group 7 – Orders and criminal issues: Articles 9-10 (orders); article 18; cooperation with law enforcement authorities; illegal content.
• Working Group 8 – IT Issues: Maintaining AGORA; new functionalities in AGORA; future ICT developments.

Working Group Meetings

The Working Groups meet regularly in accordance with the Terms of Reference adopted by the European Board for Digital services at its 7th meeting on 25 September 2024. The Terms of Reference were amended by the Board at its 18th meeting on 15 April 2026.

The members of the Working Groups are the members of the Board, namely the Digital Services Coordinators who wish to participate in the relevant working group. Each Working Group is chaired by a technical representative from the European Commission and may elect a Digital Services Coordinator to serve as Vice-Chair.
