Synopsis report of the public consultation on roaming fair use and sustainability mechanism

Commission publishes the synopsis report for public consultation on Roaming fair-use policy and the sustainability mechanism.

The European Commission has published a synopsis of replies to a public consultation which will help define the technical measures related to the end of roaming charges in the EU. This consultation ran between 26 November 2015 and 18 February 2016 for 12 weeks.

Earlier this year, the Commission published a report analysing contributions related to the review of wholesale roaming markets (i.e. the prices that operators charge each other for the use of their networks). These results fed into a draft proposal for a Regulation of the European Parliament and the Council in which the Commission proposed to set maximum wholesale roaming charges at € 0.04/min, € 0.01/SMS and € 0.0085/MB in the EU, and which was presented in June 2016. The co-legislators are now examining that proposal.

The synopsis published today builds on a shorter summary, which gave a first snapshot of responses, and which was published in March.

The Commission sought views on the rules needed for the application of fair use policy to the consumption of roaming services at domestic prices, and on the appropriate content and design of the methodology for assessing whether the abolition of retail roaming surcharges would undermine the sustainability of the domestic price model of a given operator.
Contributions will be taken into account in the Commission's implementing act on fair use policy and the sustainability mechanism, provided for in the Roaming Regulation, as amended in 2015 . The Commission's implementing act is scheduled for adoption in 2016.
