Call for tender: Study on implementation of the European Electronic Communication Code in the EU

The European Commission has launched a call for tenders to award a contract for a study on the implementation of the European Electronic Communications Code in the Member States.

Economic operators interested in this contract are invited to submit a tender by 12 June 2023, 16:00 (CET) via the eTendering portal.

Directive (EU) 2018/1972 of the European Parliament and of the Council of 11 December 2018 establishing the European Electronic Communications Code updates and merges EU telecommunications rules under one regulatory framework designed to boost connectivity and better protect users throughout Europe.

To advance these objectives and meet Europe’s growing connectivity needs, the European Electronic Communications Code lays out forward-looking and simplified rules that facilitate the provision of very high quality, secure, and affordable telecommunication services throughout Europe.

Member States had the obligation to adopt and publish, by 21 December 2020, the laws, regulations, and administrative provisions necessary to comply with the Code.

The objective of this contract is to support the Commission in verifying the compliance of national legislation with the European Electronic Communications Code (for more information about the Compliance assessment – see Better Regulation Tool #39).

In particular, the contractor will be expected to perform an in-depth legal analysis of all relevant measures in each Member State of the EU regarding their compliance with the provisions and obligations included in the Code.

The duration of the study should not exceed 12.5 months.
