Digital European Platform of Quality Content Providers - Pilot Project (2019-2020)

The main objective of this Call for Tender (1st year) is to acquire a feasibility study setting out the viability of creating a European online platform for the creation and distribution of news and/or content of general interest. The study should help European policy makers assess the long-term sustainability of such a platform through identifying the features that it should have in order to become a relevant player in the European media ecosystem and the major operational, financial and technological risks that the creation of the platform would face.

The Digital European Platform of Quality Content Providers - Pilot Project (2019-2020) contains one 'Call for tenders' in each year. The 1st year (2019) 'Call for tenders' was published in May, 2020 and the 2nd year (2020) 'Call for tenders' will be published before Q1 2021. 

1st year (2019) Call for tenders: CNECT/2020/OP/0014 - Pilot Project - Digital European Platform of Quality Content Providers - SMART 2019/0094

The main objective of this 'Call for tenders' is to acquire a feasibility study setting out the opportunity to create a European News Online distribution Platform, able to reflect the highest journalistic standards and their role in European democracies; contribute to the strengthening of a European information sphere; reinforce the democratic process in Europe and ensure that citizens are served with plural information and sources. Tenders will include the analysis and elaborations of the following essential points.

a) The tenderer’s own view and an analysis on the current situation of the global and European media market will be presented from the point of view of the background and the main objectives of the 'Tender specification'.

b) Based on the understanding of the background and main objectives of the 'Call for tenders', the tender will address relevant questions and issues as well as list and elaborate them in a thematic order.

c) The tender will present convincing and well-designed methodologies to each relevant question and issue so that robust and well-founded answers and conclusion could be drawn.

d) In the course of the preparation of the feasibility study, various types of data and statistical data have to be gathered, processed and stored systematically.  This data base has to be made available in a machine-readable format to other professionals for further use and research.

The procurement documents consist of the contract notice, an invitation letter, the draft contract and tender specifications with their respective annexes. All documents containing important information about the application and its preconditions are available at the TED e-Tendering website.  Economic operators interested in this contract are invited to submit a tender  via the electronic submission system (e-Submission) available from the above website and accessible on the Funding and Tenders Opportunities portal (F&T portal).

 

The time limit for receipt of tenders is 20/07/2020 at 16:00 hours CET.

The opening of tenders took place online in the announced time. Nine tenders were submitted and all of them arrived before the deadline.
