The Alliance on Processors and Semiconductor Technologies brings together key actors involved in the design and production of microelectronics chips.
Main purpose
From smartphones to 5G to the Internet of Things and critical sectors of our economy like automotive, manufacturing, medical devices, aerospace and defense, processors and semiconductor technologies are crucial for a successful Digital Decade. These are key technologies for the emerging applications of data processing, communications, data infrastructure, cloud, advanced computing and artificial intelligence. Semiconductors are classified as dual use technology. They are key to critical infrastructure, such as automotive, energy, communications and the EU’s internal and external security (including defense and space).
The overall objective of the Alliance is to identify current gaps in the production of microchips and the technology developments needed for companies and organisations to thrive, no matter their size. This will improve companies’ competitiveness, increase Europe’s digital sovereignty and address the demand for the next generation of secure, energy-efficient, powerful chips and processors.
The Alliance complements the European Chips Act (which entered into force on 21 September 2023), and will strengthen collaboration across existing and future EU initiatives.
Who can join and how
Any organisation with relevant existing or planned activities in the area of processor and semiconductor technologies, including end-user companies, associations, and research and technology organisations, can join the Alliance. They can do so by signing the Declaration and filling in the application form provided they meet the eligibility criteria set out in the Terms of Reference. Application for the Alliance remains open indefinitely and organisations may apply and join at any time.
Working Groups
The Alliance currently has four Working Groups on the following topics:
- Supply chains: Call for expression of interest ; Terms of Reference
- Skills: Call for expression of interest ; Terms of Reference
- Per - and - polyfluoroalkyl substances (PFAS): Call for expression of interest ; Terms of Reference
- Automotive Electronics: Call for expression of interest ; Terms of Reference
Once accepted as members and participants within the Alliance, organisations can join one or more Working Groups to actively contribute to the objectives and deliverables set out by those Working Group(s). The European Commission acts as a facilitator to the Industrial Alliance, promoting its activities.
