The Media Pluralism Monitor (MPM) is designed to identify potential risks to media pluralism in Member States. It is based on a European Commission funded study published in 2009. The European Union has since then funded projects to simplify and test the tool so that it can be realistically applied by Member States.
For 2016, the European Commission awarded a grant of EUR 500,000 to the Centre for Media Pluralism and Media Freedom (CMPF) to conduct a European-wide monitor of risks for media pluralism. The MPM2016 action will implement a final version of the measuring tool and will assess risks for media pluralism in EU28 and two candidate countries. The action has the support of the European Parliament.
