The Code of Conduct on Disinformation

The Code of Conduct aims to combat disinformation risks while fully upholding the freedom of speech and enhancing transparency under the Digital Services Act (DSA).

On 13 February 2025, the Commission and the European Board for Digital Services endorsed the official integration of the voluntary Code of Practice on Disinformation into the framework of the Digital Services Act (DSA)

The Code of Practice on Disinformation is a pioneering framework agreed upon by a broad range of stakeholders - online platforms, search engines, the advertising industry, fact-checking, and civil society organisations, etc. Established in 2018, it was significantly strengthened in 2022, with the aim of becoming recognised as a Code of Conduct under the Digital Services Act (DSA). 

In January 2025, the signatories of the Code, including those designated as Very Large Online Platforms (VLOPs) and Very Large Online Search Engines (VLOSEs) under the DSA (Facebook, Instagram, LinkedIn, Bing, TikTok, YouTube, and Google Search), submitted the necessary documents supporting their request for its conversion into a Code of Conduct under the DSA. On that basis, the European Board for Digital Services and the Commission adopted their positive opinions, concluding that the Code meets the conditions specified in the DSA and endorsing its official integration into the DSA framework. As such, the Code will become a relevant benchmark for determining DSA compliance regarding disinformation risks for the providers of VLOPs and VLOSEs that adhere to and comply with its commitments. 

At the request of the signatories, the Code conversion will take effect from 1 July 2025, making its commitments auditable from that date onwards.
