Broadband Connectivity in the Digital Economy and Society Index

The Commission continues to monitor connectivity throughout the EU, measuring both supply and demand of fixed and mobile broadband.

The European Commission has been monitoring Member States’ digital progress through the Digital Economy and Society Index (DESI) reports since 2014. As of 2023, and in line with the Digital Decade Policy Programme 2030, DESI is now integrated into the State of the Digital Decade report and used to monitor progress towards the digital targets.

Broadband Coverage in Europe 2021

The Broadband Coverage in Europe study is designed to monitor the progress of EU Member States towards their specific broadband coverage objectives – namely: ‘Universal Broadband Coverage with speeds at least 100Mbps, upgradable to gigabit speed, by 2025’ and ‘Gigabit connectivity for all by 2030’.

Study on mobile and fixed broadband prices in Europe at the end of 2020

The study on Mobile and Fixed Broadband Prices brings together data from the EU27, the UK, Iceland, Norway, Japan, South Korea and the USA. It compares prices across the EU, price differences between the EU and non-EU countries, and the development of prices.

Study on broadband coverage in Europe 2020

The study on broadband coverage in Europe in 2020 monitors the progress of EU Member States in reaching the objectives of the Digital Agenda to Europe. In particular, it monitors progress towards ‘universal broadband coverage with speeds of at least 30Mbps by 2020’ and ‘50% of households should have broadband subscriptions of 100Mbps or more by 2020’.

Study on national broadband plans in the EU27

The study on national broadband plans in EU Member States provides an overview of the connectivity measures in different EU countries defined in the National Broadband Plans. It also provides a feasibility assessment of meeting the Digital Agenda for Europe 2020 and Gigabit Society 2025 targets.

Study on Mobile and fixed broadband prices in Europe at the end of 2019

The study reviews 2019 retail prices of fixed and mobile broadband offers for consumers in the 27 EU States and the UK, Iceland, Norway, Japan, South Korea and the USA. For the first time, data for both fixed and mobile broadband offers was collected during the same monitoring period, from 7 to 20 October 2019.

Study on Mobile broadband prices in Europe 2019 (SMART 2018/0045)

This study provides comprehensive data on 2019 retail prices of mobile broadband offers for consumers in the EU28, Iceland, Norway, Türkiye, Japan, South Korea, and the USA. The largest Mobile Network Operators (MNOs) in each country were included. The results of the new study show that the mobile broadband prices continue to go down.

The Broadband Coverage in Europe study is designed to monitor the progress of EU Member States towards the specific broadband coverage objectives set out in the Digital Agenda for Europe – namely: ‘Universal Broadband Coverage with speeds at least 30 Mbps by 2020’ and ‘Broadband take-up of 50% of households with speeds at least 100 Mbps by 2020’.

Fixed Broadband Prices in Europe 2018 (SMART 2018/0044)

The study provides comprehensive data on 2018 retail prices of fixed broadband offers for consumers in the EU28, Iceland, Norway, Japan, South Korea, Canada and the USA. The five largest Internet Service Providers (ISPs) in each country were included. Data was collected from ISP websites between 8th and 22nd October 2018.

Fixed Broadband Prices in Europe 2017 (SMART - 2016/0044)

The study provides comprehensive data on 2017 retail prices of fixed broadband offers for consumers in the EU28, Iceland, Norway, Japan, South Korea, Canada and the USA. The five largest Internet Service Providers (ISPs) in each country were included. Data was collected from ISP websites between 10th and 24th October 2017.

Study for EC: Mobile Broadband Prices in Europe 2017 (SMART 2016/0045)

The study provides comprehensive data on 2017 retail prices of mobile broadband offers for consumers in the 28 EU countries, Iceland, Norway, Turkey, Japan, South Korea, and the USA. Research is based on offers' handset-based baskets and data-only baskets (laptops and tablets).  Data was collected from mobile operators' websites (two or three largest in each country) in February 2017 for offers including telephony (handset) and in July 2017 for data-only offers (laptop or tablet).

Broadband Coverage in Europe 2017 - (SMART 2016/0043)

This report covers thirty-one countries across Europe – the EU 28, plus Norway, Iceland and Switzerland, and analyses the availability of nine broadband technologies (DSL, VDSL, cable modem, DOCSIS 3, FTTP, WiMAX, HSPA, LTE and satellite) across each market, at national and rural levels. 

Fixed and Mobile Convergence in Europe. Quality Measurements for 5G and Network Densification (SMART 2016/0046)

This study examines fixed and mobile networks (FMC) from the perspective of increasing European broadband connectivity through dense small cell networks. The analysis focuses on the practical side of 5G networking in terms of assuring quality of service and encouraging EU-wide coverage through regulatory obligations for mobile broadband. The study examines the quality of service indicators along with the whole framework necessary to introduce such a major transformation.
