Commission launches evaluation of Geo-blocking Regulation to assess its impact on the internal market

The European Commission has published a call for evidence to seek stakeholders’ feedback on Regulation (EU) 2018/302 (the ‘Geo-blocking Regulation’), which applies since December 2018 to improve access to goods and services for individuals and businesses across the EU.

The Geo-blocking Regulation aims to enhance the functioning of the internal market, online and offline, by eliminating unjustified geo-blocking and other forms of discrimination based on nationality, place of residence or establishment. Geo-blocking practices occur when traders block or restrict access to their online interfaces, such as websites and apps, to customers from other Member States seeking to engage in cross-border transactions. It also occurs when traders apply different general conditions depending on customers’ residence, nationality or establishment or otherwise prevent cross-border customers from finalising the purchase or accessing the product or service.

As part of its standard evaluation process, the Commission will assess whether the Regulation has effectively met its objectives. The call for evidence invites stakeholders, including consumers, businesses, and national authorities, to share their views and experiences regarding the Regulation’s implementation and impact.

Ensuring a well-functioning internal market is a key priority for the European Commission. The evaluation will help determine whether further measures are needed to address remaining barriers and strengthen cross-border trade in the EU.
