The report is part of the regular monitoring as specified by the Audiovisual Media Services Directive (Directive 2010/13/EU). It covers the years from 2015 to 2019 for both non-linear and linear services and it is based on national reports provided by Member States on the application of Articles 13, 16 and 17, as well as on an independent study.
Regarding non-linear video on-demand services, the report shows that they increased by 44% during the reference period and their market in the EU Member States grew in terms of revenue. Concerning their legal framework, the report outlines amendments in the national legislation and in their monitoring systems in half of the Member States.
Regarding linear audiovisual media services, the report highlights that the respective provisions in the Directive concerning the quotas of European works and independent works are, in general, being implemented well and above the thresholds by the Member States.
The implementation of the obligations under the revised Audiovisual and Media Services Directive (Directive 2018/1808/EU), covering the years 2020-2021, will be subject to a separate report.
