The Commission monitors indicators of digital public services in the EU to ensure citizens and governments are enjoying the full potential of this technology.
The European Commission has been monitoring Member States’ digital progress through the Digital Economy and Society Index (DESI) reports since 2014. As of 2023, and in line with the Digital Decade Policy Programme 2030, DESI is now integrated into the State of the Digital Decade report and used to monitor progress towards the digital targets.

The eGovernment Benchmark 2022
The eGovernment Benchmark evaluates provision and delivery of eGovernment services in 35 countries across Europe, the 27 EU member states and Iceland, Norway, Switzerland, Albania, Montenegro, North Macedonia, Serbia and Türkiye. Citizens from participating countries assessed digital government services, visiting and evaluating over 14,000 websites.

A survey carried out in about 1,800 hospitals in all EU Member States plus Iceland and Norway measures the level of deployment and take-up of ICT and eHealth applications in acute care hospitals in Europe.
